Default If I upgrade to Windows 7 with Windows 7 upgrade, will all the settings on my computer be the same?

I am planning to install Office 2010 Pro X64 and I am considering getting Windows 7. I have been shopping online and I have found Microsoft Office 2010 Pro Key and Windows 7 Upgrade. When I think of an upgrade, I think of it as something to improve Microsoft Office 2010 Pro Plus I already have. Is this the case with Windows 7 Pro 64bit? Is it an improvement on Windows 7? If so, why hasn't the upgrade been integrated with the Windows 7 software?

I am using windows is Office Pro Plus 2010 Activation Key and I am considering getting Windows 7. I have been shopping online and I have found Microsoft Office 2010 Home And Business Product Key and Windows 7 Upgrade. When I think of an upgrade, I think of it as something to improve Office 2010 64bit I already have. Is this the case with Windows 7 Starter X86? Is it an improvement on Windows 7? If so, why hasn't the upgrade been integrated with the Windows 7 software?
