　　他强调，要把“十二五”规划目标与今年重点工作有机结合起来，准确把握世界经济发展中长期趋势和我国经 济发展的阶段性特征，围绕提高宏观调控的科学性和预见性，处理好保持经济平稳较快发展、调整经济结构和管理 通胀预期关系，巩固和扩大应对国际金融危机冲击成果等问题，适时召开宏观经济形势分析会、专题座谈会，力争 形成一批务实管用的意见建议。
　　贾庆林指出，要以“加快经济结构战略性调整，促进经济平稳较快发展”为议题，召开专题议政性常委会议， 就推进发展现代农业、强化节能减排和应对气候变化、为中小企业发展营造良好金融环境、走中国特色城镇化道路 等综合性、战略性、前瞻性问题，深入开展调研视察，为党和政府科学决策提供参考。
　　“民生不仅是经济问题，也是重大政治问题”
　　和“十二五”一样，“民生”亦占据报告中的不小篇幅。“民生问题不仅是重要的经济问题、社会问题，也是 重大政治问题。”贾庆林如是强调。
　　他说，要围绕加快保障性安居工程建设、推进义务教育均衡发展、解决食品质量和安全问题、统筹城乡医疗保 险制度以及农村卫生人才培养和配套政策等重点民生问题，开展调研视察和协商议政。
　　据介绍，2010年，政协加强对热点、难点、焦点问题的信息收集分析和整理报送，编报社情民意信息92 期，提出民生类提案1700余件,融资，受理、办理委员和群众来信来访42000多件次，为协助党和政府了解社情民意、化解矛盾纠纷、维护社会和 谐稳定发挥了积极作用。
　　贾庆林强调，2011年继续关注和促进民生改善，围绕加强和创新社会管理、提高社会管理科学化水平，促 进充分就业，推进收入分配制度改革，保持物价总体水平基本稳定，加强社会保障体系薄弱环节建设，加快构建覆 盖城乡的公共文化服务体系，合理配置公共教育资源，推进医药卫生体制重点改革，加快住房保障体系建设等重大 问题，察实情、讲实话、出实招，努力促进经济社会全面协调可持续发展。
　　加强政协自身建设，提高履职能力
　　贾庆林在报告中说，与人民政协承担的使命相比，政协的工作还存在着一些不足。他指出，要推动人民政协事 业持续发展，必须牢固树立政治意识、树立大局意识、树立群众意识、树立履职意识、树立委员意识 。
　　在2011年工作部署时，他强调要突出履职能力的提高，着力加强人民政协自身建设。
　　贾庆林表示，要加强各级政协以及政协组织与党政部门、参加政协的各党派团体之间的联系合作，优化政协专 委会联系界别、委员工作机制，形成政协组织综合协调、信息沟通、上下互动、内外联系的合力。
　　“强化委员履职能力建设，完善绩效评估、督查落实等工作机制，提高履职成效。在政协机关继续深入开展创 先争优活动，提高机关干部队伍素质和为委员履职服务的能力。”他说。
　　贾庆林还在报告中谈及了民族工作、宗教工作、外交工作等。
　　在民族工作方面，他强调更加关注民族地区经济社会发展，推动做好城市民族工作和扶持人口较少民族经济社 会发展工作，推动“兴边富民”工程深入开展。
　　宗教工作方面，贾庆林指出充分发挥中国宗教界和平委员会和少数民族界、宗教界政协委员的积极作用，努力 开创政协开展民族地区群众工作和信教群众工作新局面。
　　谈及祖国统一、民族复兴时，他说，要坚定不移贯彻“一国两制”、“港人治港”、“澳人治澳”、高度自治 的方针，全力支持香港特别行政区、澳门特别行政区政府依法施政，促进港澳和内地特别是与珠三角地区经济合作 ，支持和鼓励港澳委员在香港、澳门经济、政治和社会事务中发挥积极作用。
　　贾庆林说，坚持“和平统一、一国两制”方针，牢牢把握两岸关系和平发展主题，积极推动政协委员与台湾民 意代表的深入交流，扩大同台湾岛内有关党派团体、社会组织、各界人士和基层民众的交往，进一步拓展两岸经贸 、文化交流合作领域。
　　在外交方面，贾庆林说，要按照国家外交工作总体部署开展高层互访，深化传统友谊，增强与有关国家的政治 互信，推动经贸等重点领域的务实合作。推动政协各专委会与相关国家机构的交流合作，加强同外国议会、重要智 库、主流媒体、知名人士的交往，不断深化人民政协公共外交实践。
